MIIT and SAMR Jointly Issued the Implementation Plan for Carbon Peak in the Elevator Industry
This plan covers the green and low-carbon transformation of the whole life cycle of elevator design, production, installation, use, operation and maintenance, and recycling. It is the first special implementation plan for carbon peak in China's elevator industry. The core contents of the plan include: first, clarifying the overall development objectives. By 2025, the green and low-carbon technological innovation capability of the elevator industry will be significantly improved, the market share of high-efficiency and energy-saving elevators will be greatly increased, the industry's energy consumption intensity and carbon emission intensity will continue to decline, the coverage rate of green factories for industrial enterprises above designated size will reach 60%, the proportion of new factory elevators with energy efficiency grade 1 will reach more than 30%, and the energy-saving transformation rate of old elevators will reach more than 40%; by 2030, the elevator industry will fully build a green, low-carbon and circular development system, the green and low-carbon level of core technical equipment will reach the international advanced level, and the carbon peak goal will be successfully achieved; second, promoting the green and low-carbon transformation of the production and manufacturing link, encouraging elevator manufacturers to implement energy-saving and carbon reduction transformation, promoting the application of green and low-carbon processes, energy-saving equipment and clean energy, and promoting enterprises to build green factories and green supply chains. By 2030, all industrial enterprises above designated size in the industry will achieve clean production, and more than 50 national-level green factories will be built; third, improving the energy-saving and low-carbon level of elevator products, improving the elevator energy efficiency standard system, upgrading the elevator energy efficiency grade classification standard, promoting energy-saving technologies such as permanent magnet synchronous gearless traction machines, energy feedback devices and intelligent start-stop, encouraging the R&D of zero-carbon elevators and low-carbon elevator products, and promoting the full adoption of high-energy-efficiency elevators in new buildings; fourth, promoting the energy-saving and carbon reduction transformation of existing elevators, combining with the three-year action plan for the renewal and transformation of old elevators, promoting the energy-saving transformation of high-energy-consumption old elevators with a service life of more than 15 years, promoting the replacement of variable frequency energy-saving control systems and high-efficiency energy-saving components, and reducing the operation energy consumption of existing elevators; fifth, building a resource recycling system, promoting the green design of elevator products, improving the recyclability and detachability of products, and promoting the use of recycled materials and low-carbon materials; establish a recycling and remanufacturing system for core elevator components, promote the development of remanufacturing industry for core components such as traction machines and control cabinets. By 2030, the remanufacturing utilization rate of core elevator components will reach more than 30%; sixth, strengthening the innovation of green and low-carbon technologies, setting up a special project for green and low-carbon technological innovation in the elevator industry, focusing on tackling high-efficiency energy-saving technologies, lightweight materials, carbon footprint accounting, and remanufacturing technologies, and promoting the in-depth integration of digitalization, intelligence and greening in the elevator industry; seventh, improving the green and low-carbon standard system, accelerating the formulation of national and industry standards in the fields of elevator product carbon footprint accounting, green manufacturing, energy-saving transformation, remanufacturing, etc., promoting the integration of elevator energy efficiency standards and low-carbon standards with international standards, and enhancing the competitiveness of Chinese elevator products in the global green and low-carbon market. The implementation of this plan has comprehensively promoted the green, low-carbon and high-quality development of China's elevator industry, helped achieve the national dual-carbon strategic goal, and also provided policy support and technical direction for the global export of China's energy-saving and low-carbon elevator products.
