On August 29, 2025, the State Administration for Market Regulation and the Standardization Administration of China officially issued the national standard GB/T 46151-2025 Electrical requirements for lifts, escalators and moving walks — Information transmission and control security, which will be officially implemented on March 1, 2026. This standard is the first special national standard for network security and information transmission security in China's elevator industry. The core contents include: First, clarify the scope of application of the standard, covering the electrical control system, information transmission system and Internet of Things system of elevators, escalators and moving walks that can be connected to external systems (including building networks, cloud services, and on-site temporary operation and maintenance tools), applicable to the information security control of the whole life cycle of elevator design, manufacture, installation, operation and maintenance, and transformation. Second, establish an elevator information security classification system. According to the elevator use scenarios and safety risk levels, the elevator information security is divided into 3 grades, and differentiated safety protection requirements are formulated for different grades. Third, standardize the information transmission security requirements of elevators, clarify the information transmission protocol, data format, encryption algorithm, and security verification criteria between the elevator control system and external systems, to prevent data tampering, forgery and leakage. Fourth, refine the network security protection requirements of the elevator control system, and formulate mandatory technical standards for access control, identity authentication, authority management, intrusion detection, and malicious code protection, to prevent the elevator control system from being attacked by the network. Fifth, clarify the elevator data security management requirements, and standardize the whole process management requirements for the collection, storage, transmission, use and destruction of elevator operation data, maintenance data, fault data and personal information, to ensure data security and personal privacy. Sixth, standardize the safety requirements for remote operation and maintenance of elevators, and formulate special safety protection standards and operation specifications for scenarios such as elevator remote monitoring, remote diagnosis, remote upgrade, and remote emergency disposal. Seventh, clarify the test and acceptance requirements for elevator information security, and formulate the process, methods and qualification criteria for elevator information security function test, penetration test and risk assessment. The release of this standard fills the gap in the network and information security standards of China's elevator industry, and comprehensively improves the information security protection level of intelligent elevators in China.
