On October 22, 2024, the Ministry of Environment and Energy of Greece, together with the Hellenic Organization for Standardization, officially issued the Mandatory Specification for Elevator Seismic Safety and Old Renovation, which comprehensively upgraded the seismic design, old renovation and safety control of elevators in Greece. The core contents include: First, clarify the mandatory seismic requirements for newly installed elevators. From April 1, 2025, all newly installed elevators in Greece must comply with the EU EN 81-77 seismic standard and Greek local seismic design specifications, and adopt the corresponding seismic design scheme according to the seismic intensity level of the area where the building is located. Elevators that do not meet the standards are prohibited from being installed, sold and used. Second, clarify the time limit for the transformation of old elevators. All in-use elevators with a service life of more than 20 years must complete seismic performance assessment and safety upgrading before 2028, and elevators with a service life of more than 30 years must complete the transformation before 2026. Elevators that are not completed on schedule are prohibited from continuing to operate. Third, refine the mandatory standards for elevator seismic components, clarify the seismic design, test and installation requirements of core components such as guide rails, suspension devices, cars, safety gears and buffers, to ensure the safety performance of elevators in earthquake scenarios. Fourth, standardize the emergency disposal requirements for earthquakes. Elevators must be equipped with earthquake monitoring linkage devices. After the earthquake early warning is triggered, they will automatically stop at the nearest floor, open the door to evacuate passengers, and cut off the main power supply. Fifth, strengthen maintenance and inspection requirements, carry out a special inspection of elevator seismic components once a year, and a comprehensive seismic performance test every 5 years. Sixth, formulate violation punishment measures. For the responsible subjects who fail to complete the design, assessment and transformation in accordance with the specifications, they will face an administrative fine of up to 35,000 euros, and the relevant qualifications will be revoked if the circumstances are serious. The new regulation has a 6-month transition period and was officially implemented on April 22, 2025.
