On October 22, 2024, the Ministry of Development of Romania, together with the Romanian Standards Association, officially issued the Mandatory Specification for Safety Management of Elevators and Escalators, which comprehensively upgraded the market access, maintenance qualification and safety control of elevators in the Romanian market. The core contents include: First, tighten the market access requirements for imported elevators. All complete elevator machines and core safety components entering the Romanian market must obtain EU CE certification and Romanian official conformity certification, and uncertified products are prohibited from being imported, sold and used. Second, strengthen the inspection at import ports. The customs must conduct 100% verification of the CE certificate, conformity certification, certificate of origin and type test report of imported elevators, and products with inconsistent certificates will be directly returned. Third, clarify the qualification threshold for maintenance units. All units carrying out elevator maintenance business in Romania must obtain a special qualification license issued by the Romanian official, establish a complete quality management system, and accept official qualification review every year. Fourth, strengthen the certificate-based employment system for maintenance personnel. All elevator maintenance personnel must pass the dual theoretical and practical assessments of the Romanian official, obtain a national maintenance qualification certificate, and complete no less than 30 hours of continuing education and training every year. Fifth, refine the maintenance frequency and project standards, clarifying that passenger elevators carry out routine maintenance once every 14 days, freight elevators carry out routine maintenance once a month, and escalators carry out routine maintenance once every 10 days. Sixth, upgrade the emergency rescue requirements, clarifying that the elevator entrapment rescue must be handled on site within 30 minutes, and the maintenance unit must establish a 24-hour emergency rescue duty system. The new regulation has a 6-month transition period and was officially implemented on April 22, 2025.
