New Brazil INMETRO Elevator Certification Regulations Implemented in August 2026, Dual Mandatory Energy Efficiency and Safety
Core changes of the new regulation: First, dual mandatory certification, elevators must pass both INMETRO safety certification and energy efficiency certification, neither is optional; safety certification covers complete machines and safety components, energy efficiency certification is graded according to PBE (1-5 levels), passenger elevators ≥ level 3, escalators ≥ level 4 can be admitted; Second, local testing requirements, safety and energy efficiency tests must be completed in Brazilian local laboratories accredited by INMETRO, overseas test reports are not accepted; new test items for earthquake resistance, fire protection, EMC and noise are added, test standards fully align with ISO 8100:2026; Third, mandatory factory audit, enterprises applying for the first time must pass the initial factory audit, covering the whole process of design, production, quality inspection and after-sales; certificate valid for 3 years, annual supervision audit + product retest; Fourth, local representative and label, export enterprises must designate a Brazilian local authorized representative, responsible for certification, supervision and after-sales; products must be marked with INMETRO certification logo, PBE energy efficiency level and safety logo, sales without logo is prohibited; Fifth, tightened market supervision, joint supervision by Brazilian customs and ANVISA (Health Surveillance Agency), dual certification certificates inspected for each batch; uncertified products directly returned or destroyed, violating enterprises fined up to 40% of the goods value, blacklisted and prohibited from entering the Brazilian market for 10 years.
