Core contents of the memorandum: First, standard mutual recognition, China's GB 7588 Safety Code for the Manufacture and Installation of Elevators, GB 16899 Safety Code for the Manufacture and Installation of Escalators and Moving Walks and the corresponding AU regional standards are mutually recognized. Technical differences are resolved by supplementary testing to minimize repeated work; Second, mutual recognition of test results, test reports issued by CNAS-accredited laboratories in China and AU-accredited laboratories are directly recognized by the customs and regulatory agencies of both sides, no need for re-testing locally; Third, mutual recognition of certification certificates, China's special equipment type test certificate and AU product certification certificate are mutually recognized, no need for re-certification within the validity period; Fourth, technical cooperation, the two sides jointly build elevator technology training centers and joint laboratories, train elevator technical personnel for African countries, and promote the improvement of the African elevator standard system; Fifth, trade facilitation, set up a green channel for elevator product customs clearance, mutually recognized products enjoy priority customs clearance and simplified inspection treatment, and the customs clearance time is shortened from 10 days to 2 days. After the implementation of the memorandum, it is expected that the growth rate of Chinese elevator exports to Africa will increase to more than 20%.
