Core changes of the new regulation: First, full coverage of certification scope, the complete elevator and core safety components such as safety gear, speed limiter, buffer, door lock device, traction machine, control cabinet must obtain UA TR certification separately. Safety components without separate certification are prohibited from being sold, installed and used in Ukraine; Second, mandatory localization requirements, all product technical specifications, electrical schematics, safety device certificates, test reports, and product nameplates must provide Ukrainian versions, translated and notarized by a local professional translation agency in Ukraine. Certification applications without Ukrainian documents will not be accepted; Third, mandatory local representative requirement, export enterprises must designate a locally registered authorized representative in Ukraine, responsible for product registration, certification application, market supervision docking, after-sales maintenance, and complaint handling. Enterprises without local representatives cannot apply for certification; Fourth, test and factory audit requirements, products must complete type tests in Ukrainian accredited laboratories, enterprises applying for certification for the first time must pass the initial factory audit, the certificate is valid for 3 years, and annual supervision audit must be conducted every year; Fifth, upgraded market supervision, Ukrainian customs list elevators and safety components as key inspection commodities. UA TR certification certificate must be submitted when each batch of goods is cleared. Goods without certificate will be directly returned. Enterprises selling uncertified products will be fined up to 30% of the goods value. Those with serious circumstances will be blacklisted and prohibited from entering the Ukrainian market within 5 years.
