Core changes of the new regulation: First, mandatory energy efficiency grading certification, elevator energy efficiency is divided into grades 1-5, grade 1 is the highest energy efficiency grade. Passenger elevators, freight elevators and escalators entering the UAE market must reach energy efficiency grade 3 and above, must complete energy efficiency tests in ESMA accredited laboratories, the test method adopts ISO 25745 international standard, and the energy efficiency grade must be marked on the elevator nameplate and product manual; Second, tightened safety component certification, the complete elevator and core safety components such as safety gear, speed limiter, buffer, door lock device, and traction machine must obtain ESMA certification separately. Safety components without separate certification are prohibited from being sold and installed in the UAE, and test reports issued by overseas laboratories are not accepted; Third, mandatory factory audit, enterprises applying for certification for the first time must pass the ESMA initial factory audit, which covers the quality assurance system, production process control, product consistency, and testing equipment calibration. The certificate is valid for 3 years, and annual supervision audit must be conducted every year; Fourth, local representative requirement, export enterprises must designate a local authorized representative in the UAE, responsible for product registration, certification application, market supervision docking, after-sales maintenance, and complaint handling. Enterprises without local representatives cannot apply for certification; Fifth, upgraded market supervision, UAE customs list elevators as key inspection commodities. ESMA energy efficiency certification certificate and safety certification certificate must be submitted when each batch of goods is cleared. Goods without certificate will be directly returned. Enterprises selling uncertified products will be fined up to 35% of the goods value. Those with serious circumstances will be blacklisted and prohibited from entering the UAE market within 10 years.
