Core changes of the new regulation: First, full coverage of certification scope, the complete elevator and core safety components such as safety gear, speed limiter, buffer, door lock device, traction machine, control cabinet, steel wire rope must obtain NOM certification separately. Safety components without separate certification are prohibited from being sold, installed and used in Mexico; Second, mandatory requirements for local testing, all type tests must be completed in local laboratories accredited by Mexican DGN, test reports issued by any overseas laboratories are not accepted, and new test items of fire protection, earthquake resistance, EMC electromagnetic compatibility and energy efficiency are added; Third, mandatory factory audit, enterprises applying for certification for the first time must pass the initial factory audit of DGN accredited institutions, which covers the whole process of design, procurement, production and quality inspection. The certificate is valid for 1 year, and annual factory audit and product retest must be conducted every year; Fourth, local representative requirement, export enterprises must designate a local authorized representative in Mexico, responsible for product registration, certification application, market supervision docking, after-sales maintenance, and complaint handling. Enterprises without local representatives cannot apply for certification; Fifth, upgraded market supervision, Mexican customs list elevators and safety components as key inspection commodities. NOM certification certificate must be submitted when each batch of goods is cleared. Goods without certificate will be directly returned. Enterprises selling uncertified products will be fined up to 30% of the goods value. Those with serious circumstances will be blacklisted and prohibited from entering the Mexican market within 5 years.
