Core changes of the new regulation: First, full coverage of certification scope, the complete elevator and core safety components such as safety gear, speed limiter, buffer, door lock device, control cabinet, traction machine must obtain PS certification. Safety components without separate certification are prohibited from being sold and installed in the Philippine market, canceling the original ICC certificate simplified import mode; Second, mandatory annual supervision audit, enterprises that have obtained PS certification must accept annual factory supervision audit, which covers all dimensions of quality assurance system, production process control, product consistency, testing equipment calibration, with 100% audit coverage; Third, tightened test requirements, products must complete type tests in BPS accredited laboratories in the Philippines, add fire protection, earthquake resistance, EMC electromagnetic compatibility test items, and do not accept test reports from overseas laboratories; Fourth, local representative requirement, export enterprises must designate a local authorized representative in the Philippines, responsible for product registration, certification application, market supervision docking, and complaint handling. Enterprises without local representatives cannot apply for certification; Fifth, upgraded market supervision, Philippine customs list elevators and safety components as key inspection commodities. Each batch of goods must submit a PS certificate. Goods without certificate will be directly returned. Enterprises selling uncertified products will be fined up to 30% of the goods value. Those with serious circumstances will be blacklisted and prohibited from entering the Philippine market within 5 years.
