Core changes of the new regulation: First, expanded certification scope, from only complete elevator certification to complete machine + core safety components. Safety gear, speed limiter, buffer, door lock, control cabinet, and traction machine must obtain SABS certification separately. Components without separate certification are not allowed to be sold and installed in the South African market; Second, tightened test requirements, must comply with South African SANS 1735:2026 elevator safety standard, fully aligned with EN 81 series standards, add fire protection, earthquake resistance, EMC electromagnetic compatibility test items, all tests must be completed in SABS accredited laboratories in South Africa; Third, mandatory factory audit, enterprises applying for certification must pass the SABS initial factory audit, the certificate is valid for 3 years, and annual supervision audit must be conducted every year, covering the whole process of design, procurement, production and quality inspection; Fourth, mandatory LOA certificate requirement, export enterprises must obtain the Letter of Authority (LOA) issued by SABS. LOA certificate and batch inspection report must be submitted when each batch of goods is cleared. Goods without certificate will be directly returned; Fifth, upgraded market supervision, South African Department of Labor and Customs list elevators as key supervision commodities, conduct regular market spot checks. Enterprises selling uncertified products will be fined up to 30% of the goods value. Those with serious circumstances will be blacklisted and prohibited from entering the South African market within 10 years.
