This rule is a mandatory safety technical specification supporting the Special Equipment Safety Law of the People's Republic of China, and is applicable to the supervisory inspection after installation, transformation and major repair of all traction and positive drive lifts in China, as well as the periodical inspection of in-service lifts. Compared with the old version, the core upgrades of this revision include: first, reconstructing the periodical inspection cycle of elevators, clarifying that elevators within 15 years of use shall be subject to periodical inspection in the 1st, 4th, 7th, 9th, 11th, 13th and 15th years, and the user unit shall carry out self-inspection in other years; old elevators that have been in use for more than 15 years must be subject to a periodical inspection once a year, so as to realize the accurate focus of inspection resources on high-risk equipment; second, upgrading the core inspection items, adding special inspection requirements for smart elevator IoT system, intelligent control software and network security functions to adapt to the intelligent development trend of the industry; adding safety performance inspection standards for elevator energy feedback devices and energy storage systems to adapt to the development of green energy-saving technologies; third, strengthening the traceability management of the inspection process, clarifying that the core load tests such as speed limiter-safety gear linkage test, traction capacity test and braking performance test must be recorded in audio and video throughout the whole process and permanently stored to ensure that the inspection process is traceable and verifiable; fourth, refining the special inspection requirements for old elevators, adding special inspection items such as structural fatigue detection, non-destructive testing of steel wire ropes, and performance attenuation test of drive main engines for elevators that have been in use for 20 years, and elevators that fail the inspection are strictly prohibited from continuing to use; fifth, clarifying the closed-loop management requirements for the disposal of unqualified items. Elevators with major potential safety hazards found in the inspection must be stopped immediately, and can only resume operation after the rectification is completed and passed the re-inspection. At the same time, the responsibility and time limit for the inspection agency to report hidden dangers are clarified. The implementation of this rule has comprehensively improved the whole life cycle inspection and testing system of elevators in China, greatly improved the accuracy and effectiveness of elevator safety inspection, and also provided normative support for the integration of China's elevator product inspection and testing system with the international market, further ensuring the quality, safety and compliance of China's exported elevator products.
