On March 13, 2026, the Mongolian Agency for Standardization and Metrology officially issued the Elevator Safety Technical Regulations, which will officially take effect on August 28, 2026. It is the core mandatory supervision regulation for the elevator industry in Mongolia, replacing the old 2017 version. The core contents include: First, clarify the scope of application of the regulations, covering all in-use and newly installed elevators and their safety devices in Mongolia, including core safety components such as buffers, safety gears, speed governors, landing door locks, and hydraulic safety devices, and not applicable to mine-specific elevators, ship-specific elevators, military-purpose elevators and rack-and-pinion drive lifts. Second, formulate market access requirements for elevator products. All complete elevator machines and core safety components entering the Mongolian market must meet the requirements of this regulation and obtain the official qualified certification of Mongolia. Uncertified products are prohibited from being imported, sold and used. Third, refine the safety requirements for elevator design and manufacture, clarify the mandatory design standards for elevator hoistways, machine rooms, cars, suspension devices, door systems, drive systems and safety protection devices, and fully align with the ISO 8100 series of international standards. Fourth, standardize the requirements for elevator installation and acceptance, clarify the standardized process of quality control, on-site inspection, load test and safety verification during elevator installation. After installation, it must pass the inspection and certification of the officially authorized institution of Mongolia before it can be put into use. Fifth, strengthen the safety management requirements for in-use elevators. All in-use elevators must carry out a comprehensive safety inspection once a year, and elevators with a service life of more than 15 years must carry out a special inspection every six months. Elevators that fail to meet the standards must be shut down for rectification immediately. Sixth, refine the maintenance and emergency rescue requirements, clarifying that elevator maintenance units must obtain the official qualification license of Mongolia, maintenance personnel must work with certificates, elevator entrapment rescue must be handled on site within 30 minutes, and maintenance units must establish a 24-hour emergency rescue duty system. Seventh, formulate violation punishment measures. For the responsible subjects who fail to complete certification, installation, inspection and maintenance in accordance with the regulations, they will face an administrative fine of up to 5 million Tugriks, and the sale of relevant products in the Mongolian market will be prohibited if the circumstances are serious.
