On November 18, 2024, the Ministry of Regional Development and Public Works of Bulgaria, together with the Bulgarian Institute for Standardization, officially issued the Mandatory Management Specification for Elevator Energy Efficiency and Green Low-Carbon, which comprehensively upgraded the energy efficiency control, energy-saving transformation and green certification of elevators in Bulgaria. The core contents include: First, clarify the classification standard of elevator energy efficiency grades, fully align with the EU elevator energy efficiency standards, and divide elevator energy efficiency into six grades: A+++, A++, A+, A, B, C, among which A+++ is the highest energy efficiency grade. Second, formulate mandatory energy efficiency requirements for newly installed elevators, clarifying that from May 1, 2025, all newly installed elevators in Bulgaria must reach the highest energy efficiency grade of A+++, and elevators that do not meet the standards are prohibited from being installed, sold and used. Third, clarify the energy-saving transformation requirements for existing elevators, requiring that in-use elevators with a service life of more than 10 years must complete energy-saving transformation before 2030, with the energy efficiency grade reaching A+ and above, and elevators that do not meet the standards are not allowed to continue operation. Fourth, establish a mandatory certification system for elevator energy efficiency. All elevators must obtain EU energy efficiency certification and Bulgarian official conformity certification, and the energy efficiency grade mark must be posted in a prominent position in the car. Fifth, supporting energy-saving incentive policies, giving tax relief, financial subsidies and other incentives to elevator user units that complete energy-saving transformation in advance. Sixth, strengthen supervision and punishment measures. For elevators that do not meet the energy efficiency requirements, they will face an administrative fine of up to 20,000 leva, and continuous violations will be subject to superimposed penalties. The new regulation has a 6-month transition period and was officially implemented on May 18, 2025.
