New Version of Special Equipment Use Management Rules to Be Enforced in May
On March 20, 2026, the State Administration for Market Regulation (SAMR) of China issued Announcement No. 6 of 2026, officially releasing the new version of the Special Equipment Use Management Rules (TSG 08-2026), which will be uniformly enforced nationwide on May 1, 2026, and the old version that has been used for 9 years will be abolished simultaneously. The core upgrades of the new regulation for the elevator field include: first, legalizing the elevator self-inspection system, breaking the single mode that only relies on third-party inspection, and clarifying that the user unit must establish a standardized self-inspection process, and the inspection report shall be included in the full life cycle file of the elevator; second, strengthening the management and control of old elevators, elevators that have been in use for 15 years must increase the inspection frequency, regularly carry out safety performance assessment, and elevators exceeding the design service life can only continue to be used after passing the special inspection and assessment; third, mandatorily implement the safety management mechanism of "daily control, weekly inspection and monthly scheduling", and clarify that the elevator entrapment alarm must be responded within 5 minutes and handled on site within 30 minutes; fourth, comprehensively promote the electronic license of elevators and the whole-process digital traceability management.
