New Special Equipment Regulations Implemented in May, Nationwide Strictest Rectification of Elevator Maintenance Launched


On May 1, 2026, the revised Rules for the Administration of the Use of Special Equipment (TSG 08—2026) issued by the State Administration for Market Regulation was officially implemented, representing the most stringent policy upgrade in the field of elevator safety supervision in recent years. Targeting the long-standing pain points of ambiguous responsibilities and perfunctory maintenance in the industry, the new regulations clarify that property enterprises are the primary safety responsible parties for residential elevators, requiring the establishment of a three-level responsibility system of "person-in-chief - safety director - safety officer" to achieve precise management of "one elevator, one responsible person"。

In terms of maintenance specifications, the new regulations mandate that elevators must be maintained every 15 days, strictly prohibiting violations such as false maintenance and post-event backdating of signatures. Meanwhile, the risk management mechanism of "daily control, weekly inspection, monthly scheduling" is incorporated into the regulations, with all records required to be archived truthfully and completely; otherwise, it will be directly deemed as failure to perform duties. In addition, the new regulations strengthen the effective connection and on-duty of 24-hour emergency alarm devices, empower safety management personnel with the right to directly stop elevators with major hidden dangers, and specify that elevators reaching their design service life must undergo strict safety assessments before continued use, building a solid safety defense line from multiple dimensions。

Regions across China have intensively promoted the implementation of the new regulations. Provinces such as Hunan, Jiangxi and Zhejiang have simultaneously issued supporting implementation plans, focusing on three core tasks: old elevator renovation, rectification of chaos in the maintenance market, and construction of digital supervision platforms. Industry experts stated that the implementation of the new regulations will force enterprises to abandon extensive management models, eliminate non-compliant small and medium-sized enterprises, and drive the elevator maintenance industry to transform towards standardized, transparent and high-quality development。
