On March 20, 2026, the State Administration for Market Regulation of China issued Announcement No. 6 of 2026, officially releasing the new version of the Special Equipment Use Management Rules (TSG 08-2026), which replaces the old version that has been used for 9 years, and will be mandatory nationwide on May 1, 2026. The core upgrades of the rules for the elevator field include: First, it is clarified that the user unit of residential elevators is the property service enterprise, and the community without property is responsible by the industry committee or all owners. The property becomes the legal first responsible person for the daily management, hidden danger investigation, emergency rescue and maintenance supervision of elevators. Second, establish a three-level safety responsibility system of "main responsible person - safety director - safety officer". Each elevator must have a dedicated safety officer, and the name and contact information are posted in the car to realize the responsibility to the person. Third, continue the mandatory maintenance standard once every 15 days, clarify that the property is the first subject of maintenance supervision, must check the qualification of maintenance personnel, supervise the operation process, and eliminate signature on behalf of others and false maintenance. All maintenance records and inspection records must be fully traced, archived for a long time and disclosed to the owners. Fourth, upgrade the emergency rescue requirements, clarify that the elevator emergency alarm device must respond effectively 24 hours a day, and the entrapment rescue must be handled on site within 30 minutes. Fifth, unified specifications have been made for elevator use signs, registration changes, and scrap cancellation. New signs must be replaced after transformation and overhaul, and cross-regional use must be reported within 30 days. The implementation of the rules has completely solved the industry pain points of "responsibility vacuum, perfunctory maintenance, and emergency lag" in elevator management, and comprehensively improved the level of elevator safety management in China.
