On March 20, 2026, the State Administration for Market Regulation of China issued Announcement No. 6 of 2026, officially approving and promulgating the new version of Rules for Administration of Special Equipment Use (TSG 08-2026), which will be uniformly implemented nationwide from May 1, 2026, and the original Rules for Administration of Special Equipment Use (TSG 08-2017) will be abolished at the same time. This new regulation makes major adjustments to the elevator field. The core contents include: First, clarify the main body of responsibility, define that the user of residential elevators is the property service enterprise, and the owner committee or all owners shall bear the responsibility of the user for communities without property services, completely clarifying the prevarication of responsibility between property and maintenance units in the past; Second, it is mandatory to establish a three-level safety management structure of "main responsible person + safety director + safety officer", bind safety responsible persons for each elevator, and realize traceability of the whole process and lifelong accountability; Third, refine the maintenance supervision requirements, clarify that the property safety officer must be present throughout the maintenance site, and the maintenance record is valid only after both parties sign and confirm, and false maintenance and signature on behalf of others are strictly prohibited; Fourth, strengthen the rigid requirements for emergency rescue, the maintenance unit must be on duty 24 hours a day, and must arrive at the scene for rescue within 30 minutes after receiving the elevator trapped alarm; Fifth, strengthen the management and control of old elevators. Elevators that have been used for more than 15 years must undergo safety assessment every year, and over-age elevators can only continue to be used after passing the assessment and completing registration change. The implementation of the new regulation has built a whole life cycle elevator safety management system from the institutional level, and provided a clear legal basis for the compliant operation of the elevator industry.
