On March 20, 2026, the State Administration for Market Regulation of China issued Announcement No. 6 of 2026, officially issuing TSG 08-2026 Special Equipment Use Management Rules, replacing the old 2017 version, which will be compulsorily implemented nationwide from May 1, 2026, in which the special management requirements for elevators have been comprehensively upgraded. The core contents of the new regulation include: First, reconstruct the elevator safety responsibility system, clarifying that the elevator user unit is the legal first responsible person for elevator use safety, and must establish a three-level safety management structure of "main responsible person + safety director + safety officer", bind an exclusive safety officer for each elevator, and the name and contact information of the safety officer must be posted in a prominent position in the car. Second, strengthen the whole process control of elevator maintenance, clarifying that elevator maintenance must be strictly implemented in accordance with safety technical specifications, all maintenance records and inspection records must be fully traceable and archived for a long time, and be open to owners and regulatory authorities, and severely crack down on violations such as falsification of maintenance records and only signing without maintenance. Third, upgrade the elevator emergency rescue requirements, clarifying that the elevator emergency alarm device must respond effectively 24 hours a day, the elevator entrapment rescue must be handled on site within the specified time limit, establish an elevator emergency rescue linkage mechanism, and incorporate elevator entrapment requests into the local emergency rescue system. Fourth, refine the management requirements for old elevators, clarifying that elevators with a service life of more than 15 years must increase the inspection frequency, carry out safety performance assessment, and carry out transformation, repair or scrapping according to the assessment results. Fifth, standardize the elevator use registration and change management, clarify the process and requirements of elevator use registration, change registration and cancellation registration, and realize the traceable management of the whole life cycle of elevators. Sixth, strengthen the investigation and management of elevator safety hazards, requiring the user unit to establish a safety management system of daily control, weekly inspection and monthly scheduling, eliminate elevator safety hazards in a timely manner, and elevators with unresolved hazards shall not be put into use. Seventh, clarify the basis for violation punishment. For the responsible subjects who fail to implement the main safety responsibility, fail to carry out maintenance in accordance with the specifications, or fail to handle emergencies effectively, they will be severely punished in accordance with the Special Equipment Safety Law of the People's Republic of China.
