Core contents of the measures: First, mandatory full coverage requirements for insurance, all in-service residential elevators, public building elevators, commercial elevators, and escalators in the city must be insured with elevator safety liability insurance. New elevators must complete insurance before handling use registration, and existing elevators must complete insurance before the end of 2026. Elevators not insured will not pass the regular inspection and will not be renewed for use registration; Second, insurance liability and compensation standards, clarifying that the insurance liability of elevator safety liability insurance covers personal injury and property loss caused by elevator entrapment, falling, squeezing, shearing and other accidents, as well as emergency rescue and legal costs. The maximum compensation limit for each elevator per accident is no less than 2 million yuan, and the single compensation for mental damage consolation money for trapped accidents is no less than 2000 yuan per person; Third, "insurance + service + IoT" model, implement the tripartite cooperation model of insurance institutions, maintenance enterprises, and IoT enterprises. Insurance institutions provide free IoT monitoring equipment for insured elevators, real-time monitor elevator operation status, supervise maintenance service quality, link elevator maintenance quality, failure rate, and number of trapped people with insurance rates. Elevators with good maintenance quality and low failure rate enjoy premium discounts, otherwise the premium will be increased; Fourth, rapid claim settlement mechanism, establish a green channel for rapid claim settlement of elevator accidents. After elevator entrapment or personal injury accidents occur, the insurance institution must respond within 30 minutes, complete the loss determination within 24 hours, complete the payment of small claim cases within 1 working day, and prepay no less than 50% of the compensation for personal injury and death cases within 3 working days; Fifth, supervision and management requirements, the market supervision department includes elevator insurance status in daily supervision and inspection, orders rectification and imposes administrative penalties on user units and maintenance units that fail to insure as required; the banking and insurance regulatory department strengthens the supervision of insurance institutions, standardizes insurance underwriting and claim settlement behaviors, and strictly prohibits illegal acts such as refusal to insure, delayed compensation, and reluctant compensation.
