Core changes of the new regulation: First, full coverage of certification scope, the complete elevator and core safety components such as safety gear, speed limiter, buffer, door lock device, traction machine, control cabinet, steel wire rope must obtain the national mandatory certification of Uzbekistan separately. Safety components without separate certification are prohibited from being sold, installed and used locally; Second, mandatory requirements for local testing, all type tests must be completed in local laboratories in Uzbekistan accredited by Sanoatxavfsizligi, test reports issued by any overseas laboratories are not accepted, and new test items for fire protection, earthquake resistance and EMC electromagnetic compatibility are added; Third, mandatory factory audit, enterprises applying for certification for the first time must pass the initial factory audit, which covers the whole process of design, procurement, production, quality inspection and warehousing. The certificate is valid for 3 years, and annual supervision audit must be conducted every year with 100% audit coverage; Fourth, local representative requirement, export enterprises must designate a locally registered authorized representative in Uzbekistan, responsible for product registration, certification application, market supervision docking, after-sales maintenance, and complaint handling. Enterprises without local representatives cannot apply for certification; Fifth, upgraded market supervision, Uzbekistan customs list elevators and safety components as key inspection commodities. Certification certificates must be submitted when each batch of goods is cleared. Goods without certificates will be directly returned. Enterprises selling uncertified products will be fined up to 30% of the goods value. Those with serious circumstances will be blacklisted and prohibited from entering the local market within 5 years.
