Core changes of the new regulation: First, mandatory certification mode, elevators and safety components must apply for dual certificates of Product Conformity Certificate (PCoC) + Shipment Conformity Certificate (SCoC), cancel the self-declaration mode, and all tests must be completed in SASO accredited laboratories; Second, full coverage of factory audit, enterprises applying for certification for the first time must pass the initial factory audit, the certificate is valid for 3 years, and annual supervision audit must be conducted every year with 100% audit coverage; Third, tightened technical requirements, must comply with Saudi SASO 2484:2026 elevator safety standard, add fire protection, earthquake resistance, EMC electromagnetic compatibility, hazardous substance control test items, fully aligned with EN 81 series standards; Fourth, upgraded customs inspection, Saudi customs list elevators and safety components as key inspection commodities. Each batch of goods must submit SCoC certificate. Goods without certificate will be directly returned and fined 15%-20% of the goods value; Fifth, mandatory local representative requirement, export enterprises must set up a local authorized representative in Saudi Arabia to be responsible for product compliance, after-sales and complaint handling. Enterprises without local representative cannot apply for certification.
