Core changes of the new regulation: First, mandatory cybersecurity requirements, intelligent elevators with networking functions must comply with EN 18031 series standards, with password protection, data encryption, access control, and vulnerability protection functions to prevent cyber attacks and illegal control; Second, functional safety upgrade, the elevator programmable electronic system (PESSRAL) must comply with ISO 13849 standard, the safety integrity level reaches PL d grade, the software unit test coverage rate is ≥95%, and the fault diagnosis coverage rate is ≥98%; Third, tightened electromagnetic compatibility, the radiation interference limit is reduced by 30%, the anti-interference level is upgraded to industrial grade, and must pass all tests of EN 55011 and EN 61000 series; Fourth, upgraded emergency communication system, the elevator emergency call system must support dual-link communication, the backup power supply lasts no less than 4 hours after power failure, and has positioning and SMS alarm functions; Fifth, adjusted certification process, the self-declaration mode is cancelled, electrical safety components must undergo type tests by EU notified bodies, and the technical documents must include a complete risk assessment report.
