The core upgrades of the rules for the elevator field include: First, clarify the main body of responsibility. The user unit of residential elevators is the property service enterprise. For communities without property, the industry committee or all owners shall bear the responsibility of the user unit. The property is the legal first responsible person for the daily inspection, maintenance supervision, emergency disposal and file management of elevators, completely blocking the space for responsibility shirking. Second, establish a three-level safety responsibility system, clarify the three-level management structure of "main responsible person - safety director - safety officer". Each elevator must have a dedicated safety officer, and the name and contact information are posted in the car to realize the responsibility to the person. Third, standardize maintenance and inspection management, continue the mandatory maintenance standard once every 15 days, clarify that the property is the first subject of maintenance supervision, must check the qualification of maintenance personnel, supervise the operation process, and eliminate false maintenance and signature on behalf of others. At the same time, the elevator self-inspection is legalized, and the user unit must establish a standardized self-inspection process, and can only exchange the elevator use mark after passing the inspection. Fourth, strengthen the management and control of old elevators. Elevators that have been in use for more than 15 years must increase the inspection frequency and carry out regular safety performance assessment. Elevators that exceed the design service life can only continue to be used after passing the inspection and assessment and completing the approval and registration, and those that are unqualified must be scrapped or renovated. Fifth, upgrade the emergency rescue requirements, clarify that the elevator emergency alarm device must respond effectively 24 hours a day, and the entrapment rescue must be handled on site within 30 minutes. Sixth, promote the whole process digital traceability, fully implement elevator electronic certificates and online declaration, the elevator registration, inspection, maintenance and change information are fully traced and traceable, and the supervision data is networked nationwide.
