On October 15, 2024, the Department of Enterprise, Trade and Employment of Ireland, together with the National Standards Authority of Ireland, officially issued the Mandatory Management Specification for Safety Transformation of Old Elevators, which comprehensively standardized the transformation and upgrading, safety control and fund guarantee of old elevators in Ireland. The core contents include: First, clarify the scope and time limit of transformation. All in-use elevators in Ireland with a service life of more than 20 years must complete safety upgrading and transformation before 2030; among them, elevators with a service life of more than 30 years must complete the transformation before 2027, and elevators that have not completed the transformation on schedule are prohibited from continuing to operate. Second, formulate mandatory technical standards for transformation, clarifying that the transformation of old elevators must comply with the latest EU elevator safety standards, focusing on upgrading the door system, safety protection device, braking system, emergency rescue system, and electrical control system. After the transformation, it must pass the official safety inspection. Third, clarify the main body of responsibility for the transformation. The owner of the elevator property is the first responsible person for the transformation. The elevator with common property rights shall be jointly responsible for the transformation by all property owners, and the property shall be responsible for coordinating the promotion and daily supervision. Fourth, establish a transformation fund guarantee mechanism, set up a special fund for the transformation of old elevators, give a maximum financial subsidy of 40% to eligible transformation projects, and support the use of residential special maintenance funds and bank low-interest loans for elevator transformation. Fifth, strengthen the supervision of the transformation process, clarify that the transformation design, construction and acceptance must be undertaken by units with EU official qualifications, and the whole transformation process is subject to the supervision of the regulatory department to ensure the transformation quality and safety. Sixth, establish a transformation progress publicity system, requiring all regions to regularly publicize the transformation progress of old elevators in the jurisdiction, accept public supervision, and conduct circular criticism and punishment on the responsible subjects who are ineffective in promoting the transformation. The specification has a 6-month transition period and was officially implemented on April 15, 2025.
