2026 New Elevator Regulation Officially Implemented, Safety Responsibility Strengthened + Digital Transformation of Maintenance Accelerated
On May 1, 2026, the TSG 08-2026 Special Equipment Use Management Rules issued by the State Administration for Market Regulation officially took effect, requiring systematic upgrades for elevator safety management. Core changes include:
- Accountability to individuals: Users must appoint a safety director and full-time safety officers, with a responsible person assigned to each elevator. Rescue for trapped passengers must arrive within 30 minutes, with fines up to 300,000 RMB for violations and lifetime industry bans for responsible persons.
- Maintenance model innovation: Replacing traditional “fixed-interval maintenance”, condition-based maintenance (CBM) is fully promoted, dynamically scheduling maintenance based on IoT monitoring data to reduce over-maintenance and missed inspections.
- Mandatory assessment for old elevators: Elevators in service for over 15 years must undergo regular safety assessments; non-compliant units must be renovated or scrapped to prevent major risks.
- Full digital traceability: Maintenance records, inspection reports and fault data are electronically archived and tamper-proof, enabling real-time data access for regulators and transparent supervision.
Following the regulation’s implementation, special rectification of elevator maintenance was launched nationwide, eliminating non-compliant and low-capacity maintenance firms, shifting industry competition from “price wars” to high-quality competition based on technology, service and safety. For foreign trade enterprises, the new rule raises domestic market entry barriers and pushes export products to meet international high-end standards in safety, intelligence and maintenance systems.
