This opinion is the first industry-specific guidance document for China's equipment manufacturing export to cope with global carbon tariff barriers, covering the export trade of the whole industrial chain of complete elevator machines and core components, and adapting to the markets of countries and regions that have implemented or plan to implement carbon tariff mechanisms such as the EU, the UK, and Canada. The core measures of the opinion include: first, establishing a whole life cycle carbon footprint accounting system for elevator products, issuing the Guidelines for Carbon Footprint Accounting of Elevator Products, unifying the accounting boundary, accounting methods and data management requirements for carbon emissions of elevator products, and establishing a national carbon emission database for elevator products and a directory of third-party verification institutions, to provide standardized carbon footprint accounting services for export enterprises; second, promoting the low-carbon technology transformation of the elevator industry, encouraging elevator enterprises to develop low-carbon technologies such as lightweight design, high-efficiency drive, and recyclable materials, promoting direct green power connection and clean production processes, reducing carbon emissions in the production link, and giving special policy and financial support to low-carbon technology R&D and transformation projects; third, improving the international green certification service system, promoting the mutual recognition of China's elevator green product standards with international green standards such as EU EPD and ISO 14067, supporting third-party institutions to carry out internationally recognized carbon footprint certification and environmental product declaration services for elevator products, simplifying the certification process and reducing certification costs; fourth, strengthening the carbon management of the whole supply chain, guiding elevator enterprises to establish a supplier carbon data sharing mechanism, promoting core component suppliers to provide product carbon footprint reports, giving priority to purchasing low-carbon raw materials and components, and establishing a low-carbon management system for the whole supply chain; fifth, optimizing the layout of export markets, encouraging enterprises to actively expand emerging markets such as Southeast Asia, the Middle East and Latin America while deeply cultivating high-end markets such as the EU, reducing dependence on a single market, and dispersing trade risks brought by carbon tariffs; sixth, establishing a public service platform for carbon tariff response, releasing real-time global carbon tariff policy dynamics, compliance requirements, market access standards, and providing one-stop services such as compliance consulting, risk early warning, and legal aid for elevator export enterprises; seventh, strengthening participation in international rules, supporting Chinese elevator industry institutions and enterprises to participate in the formulation of low-carbon standards for elevators in international organizations such as ISO, and promoting the establishment of fair and reasonable low-carbon trade rules for the global elevator industry. The implementation of this opinion has comprehensively improved the ability of China's elevator industry to cope with global carbon tariff barriers, and promoted the green, low-carbon and high-quality development of China's elevator industry. It is expected that from 2026 to 2027, it will help Chinese elevator export enterprises reduce carbon tariff compliance costs by more than 800 million yuan, and further consolidate the trade competitiveness of Chinese elevator products in the global market.
