Core contents of the rules: First, innovation of "contiguous installation" model, clarifying that for projects with 3 or more elevators installed contiguously in the same community and the same planning red line, an additional contiguous subsidy of 30,000 yuan/unit will be given on the basis of the basic subsidy. The basic subsidy for 4-storey residences is 150,000 yuan/unit, and the subsidy increases by 10,000 yuan for each additional floor. The maximum subsidy for residences with 7 floors and above after superimposing the contiguous subsidy is 250,000 yuan/unit; Second, optimized voting rules, in accordance with the provisions of the Civil Code, the project can be implemented if two-thirds of the owners in the unit participate in the voting and three-quarters of the participating owners agree. Owners on the 1st-2nd floors do not bear the installation cost, and can obtain economic compensation of no less than 10% of the total cost, and "one-vote veto" is prohibited; Third, upgraded financial support policies, owners can fully withdraw the housing provident fund of themselves, their spouses, parents and children to pay for the installation cost, and can also apply for special residential maintenance funds to pay for the installation cost, with a maximum withdrawal of 80% of the account balance. At the same time, special low-interest loans for elevator installation are launched, with a maximum loan term of 10 years; Fourth, simplified approval process, implement "one-window acceptance, parallel approval, full online processing", the approval time limit is compressed to 10 working days. Contiguous installation projects enjoy the approval green channel, and eligible projects are exempted from applying for construction project planning permits; Fifth, follow-up management specifications, clarify the maintenance, renewal, and fund management responsibilities of the installed elevators, encourage the adoption of the "insurance + service" full life cycle management model. Contiguous installation projects can uniformly bid for maintenance units, reduce maintenance costs, and improve service quality.
