Guangdong Revises Elevator Safety Regulations, Clarifies "Two-Thirds" Voting Rules for Retrofit Elevators, Effective May 1
Core clauses: First, retrofit elevator voting, adopting the "two-thirds" system, requiring both more than two-thirds of the owners in terms of exclusive area ratio and more than two-thirds in terms of person ratio in the unit to break the deadlock of the traditional "unanimous consent"; Second, public income supervision, mandating that elevator public income be deposited into a special account, which is only used for elevator maintenance, renovation and renewal, with the publicity cycle shortened to once a month; Third, old elevator management, carrying out safety assessment annually for elevators over 15 years, ordering rectification within a time limit for unqualified assessments, and prohibiting use for those who fail to rectify within a time limit; Fourth, emergency rescue, clarifying that elevator user units shall establish emergency rescue teams with emergency materials to ensure the rescue response time; Fifth, legal liabilities, increasing the maximum penalty to 2 million yuan for acts such as failing to implement voting rules and misappropriating public income.
